In RE4-6 it does indeed replay the cutscene if you fail a quick timer event, but you can press select/back and skip to the moment before the QTE itself. I can see it being a pain if you're just watching; it's quite effective for the player since it keeps the tension going, i.e. there's no "relaxing" during cutscenes.

So right now I am at allowing to skip about 75% of all cutscenes, and have decided to give up on about 25% of them due to their complexity, to ensure no bugs would occur on skip.
