I don't have an EF 500mm f/4 mk II lens on hand but there have been improvements to the results from the EF 1.4x III Extender. It is claimed that the microprocessor in the EF 1.4x III Extender promises faster AF speed and increased AF precision on the Canon EF 500mm f/4L IS II USM Lens. So yes, you should see an improvement with this lens.
I used older Canon extenders with older lenses and bodies and was never particularly happy with the photos, and I am not super-picky with respect to technical image quality. I'd suggest getting the 1.4II. The difference between the II and III is quite small as other's have pointed out and you'll be saving a fair amount of money especially if you pickup one a used one. The 2xIII works nicely on the 70-200II however focusing speed is reduced by 50% so be aware of that.
There were some folks that say a Kenko teleconverter (or at least some models) will not report itself to the camera, so the camera will continue to autofocus. 1.) Image quality degradation by the TC, 2.) Loss of a full stop of light on a 1.4x TC, and 2 full stops on a 2x TC, 3.) Slower autofocus for sure, and. 4.)

From what I've seen and read, this lens is really just a 150-400mm lens. 400 and beyond is soft and the Canon 400mm 5.6 upsized to 600 and even 700mm is sharper at the Tamron's native 600mm setting! For me personally I'd get the Canon 400mm. And I plan to eventually.

I have the Kenko 1.4 TC and it fits several of my lenses. I find the results very good with the Canon 24-105/4 L IS, the Tamron 90 and 180 macros, and the Canon 70-200/4 L IS. I find the results not so good using the Sigma 150-500 and the Sigma 18-200, using the 5D2 and the 30D. And I've read some not-so-flattering reviews of the Tamron 18-270
